Camera can now be moved while the game is paused.

Suspects committing a moving crime (such as speeding or car theft) who run from the cops will now remain visible until they reach the map edge. This fixes a situation where cops in pursuit of that suspect would give up the chase if the suspect moved out of range and disappeared even though their crime bubble was still visible.

The system for calculating arrest ratios has been modified to include suspects who are downed by police during combat. This makes it much easier to maintain a good Enforcement score so long as the player is responding to crimes and attempting to arrest suspects, even if those suspects choose to fight and lose.

Suspects who haven't committed a crime yet, but who run from the police, can now be stopped and arrested properly.

Added an icon for "evasion" that will display along with all the other conviction icons that pop up above suspects being arrested.

Fixed a bug that would cause cops to try to pursue stopped suspects rather than provide backup to the arresting officer when attempting to assign backup by clicking the suspect.

Fixed a bug that could prevent some suspects from being pulled over if they were discovered headed for their escape after leaving a crime scene.

Fixed a bug that caused the helicopter to not move to certain crimes.

Fixed a bug that could cause the Annual Report to fail to reset the count of unreasonable searches for the new year.

Reduced frequency at which newspapers can report on unreasonable searches.
